Normally string puller hook are used on crosses when you weave most or all ahead. You leave a loop for the tensioner on the first string that was woven, and weave the rest, leaving very little to no slack outside the frame at the turn arounds. The first string is tensioned and clamped. The string puller's hook is then inserted through the turn around on the other side of the racket, the point of the hook makes this easy, and is what allows you to get away with leaving very little to no slack on the outside during the pre-weaves. Using the tool by pulling on the T-handle, the slack is is pulled from one side of the racket to the other, which allows you to then have enough slack to tension the next string. This is repeated to finish.
They're useful because there can be a lot of friction on the crosses when you've pre-woven them all, and the tool can make pulling the slack much faster and easier. They may abuse the string: from friction on the tool, the tight turn around on the tool as you pull the slack, and from burning or notching the mains or grommets from friction generated from pulling too fast.
If you don't have one of these tools, but want to pre-weave all the crosses, you have to leave fairly sizeable loops outside the racket for you to grab, and be sure that these loops aren't pulled out when you pull the slack for the previous cross.
